Chapter 35: Dependents' Education Assistance Program

The Chapter 35: Survivors' and Dependents' Educational Assistance (Ch 35) program offers education benefits to eligible dependents of Veterans. Most eligible dependents may receive up to 45 months of education benefits, while some may be eligible for up to 81 months of benefits if used in conjunction with an entitlement from other VA education programs.

Eligibility

You must be the son, daughter, or spouse of:

  • A Service Member who is permanently and totally disabled as the result of a service-connected disability.
  • A Veteran who died from any cause while such service-related disability was in existence.
  • A Service Member who died while on active duty.
  • A Service Member/Veteran who died as a result of a service-related condition.
  • A Service Member missing in action or captured in line of duty by a hostile force.
  • A Service Member forcibly detained or interned in line of duty by a foreign government or power.
  • A Service Member who is hospitalized or receiving outpatient treatment for a service connected permanent and total disability and is likely to be discharged for that disability.

Benefits

Eligible DEA beneficiaries receive:

  • Monthly Stipent (Paid to the Student) - $1024.00. Since this amount is paid directly to the student, the student would be responsible for making payments to the University; however, since payments to the student can be delayed, please contact Business Services for further assistance with payment arrangements.
  • Duration - Spouses of those who died in the line of duty may use benefits for up to 20 years from the Servicemember's date of death.
  • Maximum Months of Benefits - 45 months

Beneficiaries may also be eligible for the Fry Scholarship; however, only those students who are children of a Servicemember that died in the line of duty prior to August 1, 2011 would be eligible for both the DEA benefits and the Fry Scholarship.

Fry Scholarship recipients receive:

  • Tuition & Fee Payment (Paid to the School) - Up to $21,970.46 per year.
  • Books and Supplies Stipent (Paid to the Student) - Up to $1,000.00 a year for books and supplies.
  • Monthly Housing Allowance (Paid to the Student) - Stipend based on local civilian housing market where the Institution is located (94901).
  • Duration - 15 years from the Servicemenber's date of death.
  • Maximum Months of Benefits - 36 months
