Preliminary Credential Requirements

Prior to being recommended for a preliminary credential, all candidates must meet the following California Commission on Teacher Credentialing (CCTC) requirements.

  •  Certificate of Clearance (COC)
    • All credential candidates must have current fingerprint records and an approved background check on file with the CTC. Fingerprint information (COC).
    • Obtain a Request for Live Scan Services Form. The Request for Live Scan Services Form is available at http://www.ctc.ca.gov/credentials/leaflets/41-LS.pdf.
    • Complete the Live Scan (fingerprinting) process at a local law enforcement agency For Live Scan locations near you visit: http://ag.ca.gov/fingerprints/publications/contact.php.
    • Apply for a COC using the online application process found on the CTC website.
    • Upon receipt of your Live Scan and COC application, the CTC will send you an email confirming that they have received your information and have started their investigation.
    • Please forward that email to the Credential Analyst (Carolyn.shaw@dominican.edu).
  • (TB) Tuberculosis. Risk Assessment, TB test or chest X-ray.Results must be current within 2 years of entering student teaching.

  • Child and Adolescent Development (CAD) All candidates are required to complete a course in Child and Adolescent Development as a prerequisite requirement. An approved course must cover these areas: major concepts, principles, theories and research related to: (a) child and adolescent development (cognitive, linguistic, social, emotional, and physical); (b) human learning; and (c) social, cultural, philosophical, and historical foundations of education.   • Basic Skills All credential candidates must fulfill the Basic Skills Requirement prior to the end of their first semester in the credential program. ctcexams.nesinc.com
    • To fulfill Dominican's basic educational skills test requirement, applicants may:
      • Pass the California Basic Educational Skills Test (CBEST)
      • Pass the CSET: Multiple Subjects plus the CSET: Writing Skills Examination
      • Demonstrate proficiency on the California State University (CSU) Early Assessment Program.
      • Demonstrate proficiency on the California State University (CSU) Placement Examinations.
      • Pass a Basic Skills Examination from Another State
      • Achieve the minimum acceptable scores on the College Board SAT examination (Math 550, Critical Reading 500)
      • Achieve the minimum acceptable scores on the ACT examination (Math 23, English 22)
      • Achieve the minimum acceptable scores on selected College Board Advanced Placement (AP) examinations.
    • Subject Matter Competency is met by receiving passing scores on the California Subject Examination for Teachers (CSET) or through the completion of a Commission-approved Subject Matter Preparation Program (secondary only) in the subject area for which they are seeking a credential.       • All graduate candidates are required to take all sections of the CSET by the end of the 1st semester in their credential program. Undergraduate candidates are required to take all sections of the CSET by the end of their junior year. The majority of the subtests must be passed prior to placement in a school (i.e., Preparation for Supervised Teaching by December 1st for the Spring semester or June 30th for Fall semester). All subtests must be passed prior to Student Teaching or an Internship. (Scores must be verified through http://www.ctcexams.nesinc.com/ by a Credential Analyst, Program Manager or Assistant)
  • U.S. Constitution. All candidates must verify that they have met the U.S. Constitution requirement by receiving "C" or better in a course that covers the provisions and principles of the U.S. Constitution (at least two semester units or three quarter units) or a passing score on an examination in the provisions and principles of the U.S. Constitution given by a regionally accredited college, or university. The U.S. Constitution Exam at Dominican also satisfies this requirement.
  • CPR All candidates must verify that they have received training in CPR for adults, infants and children by the American Heart Association or American Red Cross prior to receiving their credential recommendation.
  • Reading Instruction Competence Assessment (RICA). Multiple Subject and Education Specialist credential candidates are also required by California Education Code to pass the Reading Instruction Competence Assessment (RICA)before they are recommended for a preliminary credential. ctcexams.nesinc.com
