PT3 Project Team
Dominican University of California still benefits from the PT3 Grant partnerships and expertise gained during the term of the grant from 2001-2004. Faculty and students worked together to build best practices for infusing technology throughout the department of education and into the classrooms of our graduates.

Project Team Biographies
Madalienne F. Peters, EdD
Professor, Division of Education
PT3 Project Director
Dr. Peters has served on the faculty in the division of education for 27 years, serving as faculty member for graduates in the special education credential and master's programs. In 1988 Dr. Peters began working with the multiple and single subject candidates, infusing technology into instruction as new technologies became available.
Following a sabbatical in 1999-2000, Dr. Peters began writing grants to prepare already employed teachers and student teachers in infusing technology into teaching. Two state grants were funded and over 60 teachers were certified as proficient in integrating technology into their teaching practice.
In 2001 Dr. Peters applied for, and received a PT3 grant, to assist education faculty and student teachers in integrating technology into the teaching and learning process. Following the first year of the grant, the faculty addressed making changes in the master's program to develop classes into a hybrid model that included both face-to-face and online components. In May 2003, 38 graduate students received their master's degree, including one student who completed all requirements online from southern Japan.
Dr. Peters continues to work developing the credential and master's program, writing grants with faculty across disciplines, and making connections for the university with local agencies as partners in grant activities. Notable is her connection with Public Access Television and Soroptimist International of Novato. She produces live shows twice each month. In an academic year, four shows are related to university activities.
Educational Support Systems, Inc.
PT3 Grant Evaluator
Educational Support Systems, Inc. (ESS) is a company specializing in the evaluation of educational technology programs and projects from the national to school levels over the past 20 years. The principal evaluators are John Cradler and Ruthmary Cradler. Ruthmary Cradler is an active member of the national PT3 evaluation advisory committee and has been the principal evaluator for 7 PT3 projects as well as 5 Technology Innovation Challenge Grants. John Cradler is the founder and co-director of the Center for Applied Research in Educational Technology (CARET) and has been principal investigator and evaluator for projects supported by NSF, the USDOE, the California Department of Education and formerly served as the director of technology and policy for the Council of Chief State School Officers (CCSSO), and the WestEd National Educational Laboratory for Educational Research.
Will Fowler
PT3 Faculty-in-Residence
A classroom teacher with the Novato public schools for twelve years, Will Fowler now serves as Faculty in Residence in the Division of Education at Dominican University of California. During that time, he has been instrumental in developing technology in the curriculum, using a wide range of digital media for instructional purposes. His students' work has been showcased at such national events as the National Education Computing Conference and the SIGGRAPH Conference of the American Society for Computing Machines.
He has served as a consultant to the Autodesk Corporation, Beryl Buck Institute for Education, the San Francisco Architectural Foundation and San Francisco Museum of Modern Art.
In addition to assisting Dominican University with implementation of the Preparing Tomorrow's Teachers for Technology (PT3) Program, Mr. Fowler teaches Leadership and Change in Education in the Dominican Masters in Education Program. Co-author of two books on multimedia in the classroom, Mr. Fowler received his Masters in Education degree in 1992 from Dominican University.
Fredda Kaplan
PT3 Faculty-in-Residence
After receiving her Masters in Instructional Technology, Fredda Kaplan was the technologist with the MacMagic Program at Davidson Middle School, which was begun as an integrated technology learning laboratory by George Lucas and George Leonard. Ms. Kaplan is currently the Technology Coordinator for Brandeis Hillel Day School, an independent school with a sophisticated bilingual integrated technology program throughout the kindergarten through eighth grade curriculum.
Fredda Kaplan serves as Faculty-In-Residence in the Division of Education at Dominican University of California. During three years in this position, she has been instrumental in developing, implementing, and overseeing technology instruction for pre-service teachers with the Preparing Tomorrow's Teachers for Technology (PT3) Program. In addition, Ms. Kaplan teaches Multimedia in the Classroom for the Dominican University Masters in Education Program.
Rick Tucker
PT3 Videographer
Executive Leadership:
Currently Executive Director of Novato Public Access Television, Rick Tucker has extensive industry experience in television production and technical training. He was given the opportunity to design and build a three channel broadcast studio and a state-of-the-art production facility to serve the City of Novato. Mr. Tucker coordinates the volunteer and internship program, manages daily operational activities, and assures the proper functioning of all of the broadcast, computer and video equipment.
Work Experience:
During the past 11 years, he worked as a teacher in the public school system, instructor at Dominican University of California, video producer, freelance graphic artist and web page designer.
Public Education:
During his 8 years as a public educator, Mr. Tucker taught in a variety of traditional and non-traditional classroom settings including:
- Grades 6-8 Math, Science, Journalism and Yearbook
- Grades 6-12 Computer Programming and Graphic Art
- Grade 4 Classroom teacher (all subject areas)
- Middle School Teacher Advisor and District Technology Coordinator
